Sféra supported Ukrainian Energy Forum 2020

For the first time JSC sféra, a.s. has been among partners of the 11th edition of the Ukrainian Energy Forum 2020, which took place on February 25-27th, 2020 in Kiev. The conference was focused on modernization and reforms of the Ukrainian energy sector.

One of discussion panels which was dedicated to perspectives for the development of the new electricity market in Ukraine was moderated by Kristián Takáč. Among panel participants were delegates from the National Commission for State Regulation of Energy, TSO, SC Market Operator, market participants as well as representatives of the European Commission, Energy Community and USAID.

Panelists evaluated the overall functioning of the new electricity market since its launch in July 2019. During the discussio they focused on the functioning of different segments of the electricity market, activities of the Regulator authority and the Government of Ukraine, as well as on the effectiveness of the overall legal framework. The core of the discussion concerned measures of services of general economic interest (SGEI) that were adopted shortly before market launch and distort the market with price signals in some aspects. Despite difficulties and challenges, however, most participants agreed that the electricity market functions properly, given the relatively short time frame for preparation of its launch.

Vladimir Yevdokimov, executive director of SC Market Operator, pointed out during his presentation that continuous functioning of the day-ahead and intraday market in Ukraine is possible by the correct functioning of the XMtrade/PXS software platform developed by our company. Furthermore, he informed that in the near future SC Market Operator is planning to implement a market monitoring system according to the REMIT regulation on basis of current platform.

Andrei Nemirovsky, representative of the Ukrainian TSO, stressed the need to continue reforms. In this context, he highlighted current changes that will be incorporated into the Market Rules and reported on the steps towards launching market of ancillary services. Together with the Regulator they agreed on necessity to reform the balancing market.

Yasno, one of the largest electricity suppliers in Ukraine, summarized its observations on the functioning of the new market model. Representatives of the USAID and the Energy Community followed its presentation. They stressed the need to implement reforms in a such way that it would not be a proforma activity but targeted measures that would promote competition in the market and allow Ukraine to participate in the wider European electricity market.
